Read speeds were limited by the balance of the disks. You could hear the disks winding up toward a fast speed then drop back a bit when the disks start to wobble
Write speeds were sometimes limited by the disk. The drive reads identifying information from the disks before writing and the information includes a maximum write speed which may be only 4x or 2x. The problem is most obvious when you use a new drive with old disks and the 8x write speed is limited to 2x by the disk. Good software will tell you what the disk reports to the drive
